Job Description:

The Office of Aerospace Medicine (AAM) develops and manages medical programs in support of Aviation Safety. This position serves as a Drug Program Coordinator (DPC) which is critical to the safety of the National Airspace System (NAS). The DPC coordinates all phases of the Department of Transportation (DOT) drug and alcohol-testing program within a region/service area/country to include pre-employment/pre-appointment, random, follow-up, reasonable suspicion, and post-accident testing.

Duties

Contacts are with customers who are both internal and external to the agency. Incumbent provides advice to management on the procedures for testing, chain of custody, and the ramifications of a positive test result. Monitors the urinalysis collection process. Serves as a principal point of contact with the contractor, contractors laboratory personnel and FAA/DOT officials.

Resolves issues in relation to problems encountered either in the chain-of-custody and specimen integrity process or with the collection site. Arranges with contractors legal representatives to provide expert witness testimony in cases involved in legal hearings. Develops statistical data and analyses on the program. Ensures that training is provided to managers, supervisors, and their staff on specimen collection procedures. Monitors performance of the contractor and prepares necessary reports. Some administrative duties associated with this position include, but are not limited to, the mailing out of test results. Incumbent complies with all Quality Management System (ISO-9001) requirements.

G Band:

  • Incumbent performs a combination of routine and multiple and varying assignments under the direction of the manager and the Lead DPC.

  • Will apply experience and detailed knowledge to plan and accomplish job duties.

  • Will demonstrate some independence in planning time and using assigned resources to accomplish tasks, however, duties are closely supervised.

  • May have frequent contacts with customers and other external parties on routine matters such as, gathering information, explaining regulations, and discussing the customer’s situations. As necessary, some communication with contacts will be closely supervised.

  • Established policies/procedures provide guidance for most assignments, but allow some discretion for employee to select the most appropriate approach(es).

  • Typically receives guidance on selecting approaches from a manager, Lead DPC, or more experienced professional. Refers problems and work issues to a manager, Lead DPC, or more experienced professional when guidelines are not available or applicable.

  • Work typically is reviewed frequently during assignments and at completion to ensure timeliness, policy compliance, and alignment with the requirements of projects and/or other work activities. Work activities support activities of the organizational unit and may affect project/program objectives for the major subdivision and the LOB/SO.

H Band:

  • Incumbent performs multiple and varying assignments under the limited direction of a manager and Lead Drug Program Coordinator.

  • Applies experience and advanced knowledge to plan and accomplish job duties. Duties are primarily performed independently.

  • Establish policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches.

  • Assignments often require reviews of policies and precedents under the limited guidance of a manager or other employee.

  • Resolves most problems and work issues without the assistance of a manager, Lead DPC, or more experienced professional. Refers to managers and/or more experienced professionals with issues that require their attention.

  • May help with solutions or make recommendations.

  • Work is reviewed periodically, typically at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities. Work activities typically support and may be vital to the success of projects and/or activities for one or more organizational units, major subdivisions, and/or LOBs/SOs.

NOTE: To facilitate all phases of the DOT drug and alcohol-testing program, there is a requirement for telephone availability. Telephone availability is a situation where the incumbent must be available by telephone during a portion of his/her off duty hours.

Qualifications

TO QUALIFY AT THE FV-G (FG/GS 10-11) level, you must demonstrate in your application you possess at least one year of Specialized Experience equivalent to FV-F (FG/GS 5-9) level. Specialized Experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

SPECIALIZED EXPERIENCE includes: Experience working with drug and alcohol testing programs; compiling, evaluating, and analyzing statistical data; experience working with internal/external stakeholders; identify problems areas; interpreting and applying regulations.

OR

Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher level graduate education leading to such a degree

OR

LL.M., if related, from an accredited college or university.
