Serves as the Building Services Lead in the Federal Aviation Administration (FAA) Northwest Mountain Region.
Duties
This position serves as a Building Services Lead in the Federal Aviation Administration Southern Region, Office of Policy, International Affairs & Environment (APL) , National Engagement and Regional Administration (ARA). The position reports to the Executive Operations Manager and leads a comprehensive facilities program and related customer support activities that provides service to occupants of buildings owned or leased by the FAA, the Department of Transportation or other Federal entities.
Duties and Responsibilities:
Is a recognized subject matter expert in building services and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Directs the work of building services employees, and provides professional guidance to employees in Building Services engaged in professional, technical, administrative or clerical work. Works with team members to achieve specific tasks, produce work products and services and meet program objectives and goals.
Work usually includes a mixture of routine and complex projects/programs based on the objectives of the major subdivision/LOB/SO including overseeing a building management program and ensuring provision of essential building services; i.e. mail room and warehouse operations, facility management, space planning and development, facility budget, facility customer service, employee safety, housekeeping, security, furniture inventory and parking. May serve as the Building Manager and Contracting Officers Representative (COR) for building operations as needed.
Applies experience and expert knowledge of the technical aspects of the work directed; ensuring compliance on space utilization, moves, new design, construction and furniture projects with the Project Management Division (APM-300), OSHA standards, EEO, and Reasonable Accommodation requests. Executes prospectus project. Manages consolidation of existing space in the office, regional Reserve IT and ARCHIBUS. Handles special assignments of a confidential nature discreetly, ensuring information and actions are accurate, timely and security information is retained appropriately.
Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/project/program. Manages and approves building Reimbursable Work Authorizations (RWA), Security Work Authorization (SWA). Identifies and analyzes data required for managing the budget, effectively plans for program delivery taking into consideration rapidly changing availability of funds and resources. Performs critical aspects of the budget planning process, including developing comprehensive spend plans, operations budget estimates, identifying unfunded requirements and projecting short and long-term needs.
Contacts are internal and external. Internal contacts are within the organizational unit, major subdivision and the LOB/SO with subordinates, peers and higher level managers to discuss the status of projects/programs and to plan for the future. External contacts are frequent with customers, other government entities and other external parties to interpret policies/procedures or for other project/program purposes. Prepares, reviews, and recommends approvals of major reports on projects, programs and other work activities for internal and external distribution. Develops briefings to convey strategic vision and/or organizational policies to internal and external audiences.
Supports both Federal owned buildings and commercially leased space with adequate facilities in which to conduct agency business and meet the level and kind of building services specified in leases, agreements, and other documents. Makes decisions to solve routine problems on building service matters to include working directly with General Services Administration (GSA) and building owners.
