As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the managers individual performance, and available funding.
Provides front-line supervision of the Regional technical staff and serves as principal advisor to the Deputy Division Manager.
Duties
Directs the work of a highly technical diverse workforce comprised of civil engineers, environmental specialists, financial specialists, and community planners. Provides guidance and oversight of all of these technical areas ensuring coordination and collaboration between the areas, as needed. Leads and oversees technical Planning and Engineering operations within the Regional Office, which includes 98 Federally funded airports in New England, including 22 Part 139 certificated airports.
Exercises the full range of supervisory responsibilities to include oversight of Region Office technical operations, setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance of staff, coaching and developing staff, approving leave, participating in employee selections and promotions, determining employee awards participating in employee separation determinations and taking corrective/disciplinary actions as appropriate.
Oversees and supervises Regional Office staff administering the Airport Improvement Program (AIP) and the Passenger Facility Charge (PFC) program ensuring, at a high level, the appropriate coordination (both internal and external) takes place. The AIP approaches $235 million dollars annually, and the Passenger Facility Charge Program entails more than $10 million dollars in annual collections. Both programs involve airport planning (airport master planning, state and/or airport/metropolitan system planning) and implementation of the National Environmental Policy Act (NEPA). The AIP requires annual updates to the Airports Capital Improvement Plan (ACIP) and includes primary and non-primary airports. Additionally, the incumbent coordinates and provides guidance to direct the work of staff on regional inputs to the National Plan of Integrated Airport Systems (NPIAS). Federal Aviation Regulations (FAR) Parts 77, 139, 150, 157 and 158 apply as they pertain to the development of airports.
Applies a comprehensive knowledge of the technical aspects of the work directed, a detailed knowledge of budget, human resource, and other administrative policies and procedures, and a detailed understanding of the objectives of the organizational unit. Provides advisory service to the public on airport safety, planning, design, construction, environmental and maintenance matters. Ensures airport development projects provide the protection and enhancement of the environment and sponsor compliance with terms of agreements entered into as a condition of receiving federal assistance. Assures the uniform application of FAA airport planning, programming, design, construction, and land acquisition standards and policy in federally-assisted airport development projects.
Coordinates all program activities with the Deputy Division Manager and promotes timely and responsive customer service.
Represents the FAA and Office of Airports in collaboration with other Lines of Businesses (LOBs) and Staff Offices (SOs) in the FAA, as appropriate, to address cross-organizational issues that arise. Interfaces with others to achieve organizational objectives and exercise delegated authority in advising Federal, state, and local officials on laws, regulations, and innovative solutions regarding airport development and operations.
Contacts are primarily within the organizational unit/major subdivision with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to share information. In some areas, may also have frequent contact with customers to explain policies, procedures or for other project/program purposes.
Implements, monitors, and evaluates Regional Office program goals. Makes recommendations to the Deputy Division Manager regarding the initiation, strengthening, or elimination of programs or major projects to meet established goals and regional and agency objectives. Cooperates with officials on matters pertaining to problems and complaints of discrimination.
