ABOUT THE POSITION:

Reporting to the Director, Labour Relations, the Manager, Labour Relations & Employee Relations manages labour relations by participating in collective bargaining, resolving disputes, ensuring compliance with labour laws, and overseeing performance management. They foster union relationships, guide employee relations, develop policies, and conduct training. The role also leads the labour relations team, handles investigations, and uses data to drive decisions, ensuring compliance and alignment with industry best practices.

Duties & Responsibilities:

-Collective Bargaining: assist in preparation for negotiations for collective bargaining agreements, including researching industry standards, analyzing proposals, and representing the companys interests.
-Dispute Resolution: Address labour disputes through mediation, arbitration, or other conflict resolution mechanisms, aiming for mutually beneficial outcomes.
-Performance Management and Progressive Discipline: Oversee day-to-day performance management across the company, including active involvement in disciplinary investigations and ensuring consistent application of policies and procedures.
-Policy Development: Develop and revise company policies and procedures to ensure compliance with relevant laws and promote fair treatment of employees.
-Compliance: Stay informed about changes in labour laws and regulations, ensuring organizational compliance and mitigating legal risks.
-Employee Relations: Provide guidance and support to management on employee relations issues, including disciplinary actions, grievances, and complaints.
-Training and Education: Conduct training sessions for managers and employees on labour relations topics, such as collective bargaining, conflict resolution, and labour law compliance.
-Relationship Management: Build and maintain positive relationships with union representatives, fostering open communication and collaboration.
-Data Analysis: Analyze labour relations data, trends, and metrics to identify areas for improvement and make data-driven decisions.
-Team Management: Lead and manage the day-to-day operations of the labour relations team, providing guidance, support, and mentorship to ensure high performance, effective workflow, and ongoing professional development.
-Reporting: Prepare reports and presentations for Director, LR on labour relations activities, outcomes, and recommendations.
-Harassment Investigations: Conduct impartial and thorough investigations into allegations of harassment, discrimination, or other misconduct in the workplace. Ensure a safe and respectful work environment by gathering evidence, interviewing relevant parties, making recommendations for appropriate actions, and monitoring the effectiveness of implementation.
-Communication and Advocacy: Communicate labour-related policies, procedures, and decisions to employees, management, and other stakeholders. Advocate for the companys interests while addressing the concerns and needs of employees and labour unions.
-Monitoring Industry Trends: Stay informed about developments and trends in the field of labour relations, including changes in labour laws, emerging best practices, and industry standards. Use this knowledge to adapt strategies and policies to remain competitive and compliant.
-Other duties as assigned

Skills & Qualifications:

• Degree in Human Resources, Industrial Relations, Business Administration, or a related field;
• Minimum 5 years experience in Labour Relations in a leadership role within the federal sector;
• Ability to obtain and retain an Airport Restricted Area Pass in accordance with the Airport Restricted Area Access Clearance Program regulated by Transport Canada.
• Certified Training in Conflict and Dispute Resolution to effectively mediate and address workplace conflicts;
• Formal Certification in Harassment Investigations to conduct thorough and impartial investigations into workplace misconduct;
• Excellent analytical and problem-solving abilities, with a keen attention to detail;
• Ability to maintain confidentiality and handle sensitive information with discretion and professionalism;
• Previous experience in collective bargaining, including preparation, proposals, analysis of roles versus industry standards, and policy development;
• Demonstrated leadership and management capabilities;
•Experience working collaboratively in a diverse and dynamic organizational environment;
• Travel required;
• Proficient in Microsoft Office applications.
