Purpose and Scope:
Meet all fuel support and maintenance requirements and support the mission. Includes the management of product inventories involving a range of physical and accounting actions associated with ordering/requisitioning, receiving, storing, issuing, and transferring fuel IAW DLA Energy P-1, para 3.b. This position is in support of the Air Force Contract Augmentation Program (AFCAP) and is located at Ascension Island Auxiliary Airfield (AAAF).
Essential Responsibilities:
- Gauge weekly all inactive storage tanks.
- Forward all inventory and fuel issue documentation weekly unless fuel movement occurs, then provide documentation on the day of fuel movement.
- Maintain all fuel inventory and fuel issue documentation.
- Ensure all product receipts, transfers, issues, losses, gains and adjustments are properly documented on required paperwork.
- Reconcile the fuel storage facility data in the Basic Information Guide (BIG) with the data in the Environmental Programs and Plans: Spill Prevention Control and Countermeasure Plan for AAAF.
- Develop a plan to update the fuel storage facility data NLT annually.
- Perform inventory and accounting IAW Defense Logistics Agency-Energy (DLA-E) Policies.
- Ensure auditable accounting documentation is completed for each fuel transaction.
- Investigate and document any excessive gains and losses IAW DoDI 4140.25, DoD Management of Bulk Petroleum Products, Natural Gas, and Coal and DLA-E guidance.
- Communicate stock level changes.
- Ensure product integrity and quantity while fuel is in Contractor custody.
- The product shall be maintained to preclude degradation, contamination, commingling, or other occurrences which render the product unsuitable for its intended use.
- Notify the Site Manager of any issues which impact the integrity, quantity, or availability of fuel in storage.
- Store product to minimize losses.
- Perform diesel ground fuels operations; diesel and aviation fuel receipt operations, to include quality control of diesel.
- Maintain proper accountability of diesel and aviation fuel stock levels.
- Account for and ensure proper operation and serviceability of all GFP, CMGP, tanks, bladders, hoses, and fuel servicing equipment to support minimum notice exercises and operations.
- Quarterly inspections must include operational flush/fuel recirculation, refueling unit fill stand operations, and returning fuel to bulk tanks.
- Other fuel related duties as required.
Minimum Position Knowledge, Skills and Abilities Required:
- High School diploma or equivalent.
- Minimum of five (5) years’ experience in duty station.
- Current on Hazardous Waste Operations and Emergency Response (HAZWOPER).
- Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
- Ability to read and write English is required.
- Must be able to receive instructions/directions and provide progress reports via radio or cellular phone.
- Must have previous experience as a Manager or Lead in a similar role.
- Ability to meet the security requirements to obtain flight line access badge.
- Solid communications skills, strong interpersonal skills.
- Strong ability to work and lead as a member of a diverse, dynamic team.
- Outstanding problem-solving skills and sound judgment.
- Must be able to obtain and maintain facility credentials/authorization. Note: US Citizenship is required for facility credentials/authorization at this work location.
- Required to be a USN to fill this position.
- Possess a valid state issued driver’s license and passport.
- Ability to successfully pass contract medical requirements and maintain requirements for duration of deployment.
Work Environment, Physical Demands, and Mental Demands:
- Able to stand for long periods of time such as eight (8) to ten (10) hours, bend, kneel, and reach to store/retrieve supplies.
- Able to lift, carry, and push supplies and boxes up to 50 pounds.
- This position will be exposed to products of fire to include heat, smoke, toxic fumes, and gasses.
- Living and working conditions at the assignment location could be remote and uncomfortable.
- Long hours, exposure to weather and hazardous conditions.
- Personnel should be aware of moving on short notice and under adverse conditions.
- Ability to travel domestically and internationally.
