Role Introduction

Reports To: Head of Cargo Operations, HK and Greater Bay Area

This role is part of our Cargo Operations team, dedicated to delivering safe, reliable, and efficient cargo services that support Cathay’s operational excellence and global business needs.

As the Cargo Operation Centre (COC) Manager – Operations, you will play a key role in upholding the highest operational and safety standards while driving efficiency and service quality across our cargo network.

You will be responsible for leading the day‑to‑day performance of the Cargo Operation Centre through close coordination with internal teams, outports, ramp operators, and cargo terminals. Your focus will be ensuring that all cargo and mail products are delivered with consistency, reliability, and cost-effectiveness, meeting the expectations of both internal and external customers.

With your expertise in cargo operations, you will oversee the development, monitoring, and continuous improvement of service standards, ensuring readiness for disruption handling and E&A situations. You will also be accountable for managing key performance areas such as Cargo iQ, e‑Freight, OBC handling, and the operational performance of GHAs including RHO, CTO, and security service providers. Additionally, you will contribute operational insights and data to support strategic planning across Cargo divisions.

Key Responsibilities
  • Manage operational performance, including the performance of suppliers who are contracted to deliver services, to ensure safe operation of services, compliance with quality standards and regulatory requirements, adherence to procedures and instructions, and delivery of service per contracted terms
  • Motivate staff through recognition of their effort and promote fair and just culture.
  • Encourage supervisors to support and facilitate their subordinates, communicate with the team, invite staff participation, and address issues of concern
  • Monitor compliance and investigate operational discrepancies and make relevant procedural changes or recommendations and have them implemented to enhance work efficiency, accuracy, and productivity
  • Monitor and assess the performance of GHAs against the stipulated SLAs and take follow‑up actions when performance falls short of CX standards, including establishing meetings to review service deficiencies and formulate remedial measures in a timely manner
  • Identify and anticipate problems that may affect operations and follow up with parties concerned to prevent occurrences of discrepancy
  • Make timely or overriding decisions on daily operations to improve efficiency and comply with safety and security mandates
  • Formulate policy and procedures to react to the ever‑changing operations and commercial environment and keep track of effectiveness, including negotiating and agreeing on special handling services with customers
  • Perform specific duties and responsibilities delegated by GMCSD
  • Deputize for the Head of Cargo Operations, HK and Greater Bay Area as required
Requirements
  • Tertiary education or equivalent
  • Minimum 10 years’ airline experience in cargo operations with at least 3 years in management role
  • Freighter load control and freighter ramp/loading operations experience would be an advantage
  • Sound knowledge of cargo operations including freighter
  • Polished interpersonal and communication skills with the ability to lead and work with people at all levels and in cross‑sectional teams to achieve the best result and implement changes
  • Sound management, planning, and organization skills with the ability to independently manage and prioritize multiple tasks within defined time constraints
  • Strong problem‑solving, analytical and decision‑making skills
  • Excellent command of both spoken and written English, with good Cantonese and/or Mandarin being an advantage
