The incumbent plans and accomplishes highly complex and challenging programs and other work activities under the minimal direction of a manager, team leader, or more experienced engineer. May act as a principal technical specialist or as a project/program manager or team leader for large work activities.
Duties
Applies experience and comprehensive knowledge of engineering principles, theories, and concepts, as well as an understanding of new technologies and methodologies, to solve complex problems and to develop improved technical processes for the organization. Considers the objectives of AIR when developing, integrating and implementing solutions to diverse, complex problems. Assignments frequently require knowledge and experience working across functional and/or organizational lines.
The incumbent is responsible for initial certification and ongoing regulatory administration of a variety of airworthiness programs pertaining to aviation fuels, engines, and various aircrafts. Directly participates in and is responsible for planning, developing, reviewing and evaluating major certification projects and continuing airworthiness programs. Assesses new and innovative ways and processes to obtain new fuel solutions. Establishes an effective working relationship with all stakeholders, including clear expectations, timely responses, and open honest communication.
Plans, directs, and executes the development and coordination of new and revised regulatory standards, advisory documents, and national policy and procedures under the authority and direction of AIR. Participates in the work of national and international groups, industry groups, and other government agencies. Provides technical decisions or recommendations to AIR in areas of expertise and acts as an advisor to senior and executive level FAA managers on aviation safety issues.
Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations, as the situation requires. Provides policy guidance and instruction to others, both internally and externally. Provides guidance to lower-level staff to solve difficult technical issues.
Resolves all but unique technical problems without the intervention of management or a more experienced engineer. Develops plans, techniques, and policies to address current or anticipated problems and issues. The work may affect the safety and security of customers.
