Job Description:

Serves as a Program Analyst for one or more of the following regional programs and activities in assigned Regional Aerospace Medicine Division: Airman Medical Certification, Air Traffic Control Specialist (ATCS) Health, ATCS Applicant Medical Clearance, Aviation Medical Examiner (AME) Designee Management, Aviation Medical Examiner (AME) Surveillance and Internal Substance Abuse (ISAP). NOTE: Specific programs assigned depend on regional location.

Duties

Works closely with medical officers to assure the following: (1) medical certifications are only issued to medically qualified airmen, (2) ATCS/ATCS applicant physical exams meet program requirements, (3) an appropriate number of qualified physicians are selected, designated and trained as AMEs to conduct FAA medical examinations of civil airmen, (4) AME site visits and quality assurance reviews are conducted and (5) All phases of the Department of Transportation (DOT) drug and alcohol testing program, including pre-employments/pre-appointment, random, follow-up, reasonable suspicion, and post-accident testing are coordinated. This position may require travel in support of these program areas.

Conducts analysis in the review and evaluation of program activities. These analyses are conducted to ensure proper program integration and conformance to policy, completeness, and adequacy of operation in meeting goals and objectives. Prepares recommendations based on such reviews and discusses recommended courses of action with program managers to resolve major program areas. Reviews and analyzes draft polices and manual chapters and provides feedback to the appropriate individual. Responsibilities may involve providing advice and support to management personnel for best utilization and reprogramming of resources and conducting cost versus benefit analysis.

Additional duties may include conducting office administrative functions, scheduling exams, and assisting the medical officer in performing ancillary testing for medical examinations and chaperon functions during examinations.

Complies with all Quality Management System (ISO-9001) requirements.

FV-F DUTIES:

Performs basic but progressively more difficult assignments and applies knowledge applicable to programs with the Aerospace Medicine Division to plan and accomplish assignments. Acts as a member of a team within a defined area of responsibly. Typical assignments may include collecting and recording data/information; conducting research; identifying problems; and assisting higher-level professionals in day-to-day operations of regional programs.

Established policies/procedures provide detailed guidance for almost all assignments, with little or no room for discretion. Works under instructions provided by a manager, project/program manager, team leader or more experienced professional. Refers problems and work issues to a manager, project/program manager, team leader or more experienced professional for guidance.

Work is reviewed regularly during assignments and at completion to ensure timeliness and all aspects of quality. Work activities typically support the work of other employees and contribute to activities of the organizational level.

FV-G DUTIES:

Performs a combination of routine, multiple and varying assignments under the general direction of the manager, project/program manager, team leader or more experienced professional. Acts as an individual contributor and/or member of a team for project/programs within a defined area of responsibility.

Applies experience and detailed knowledge applicable to programs within the Aerospace Medicine Division to plan and accomplish assignments. Typical assignments include: collecting and analyzing data/information; conducting research; applying policies and procedures; identifying problems; and working with higher-level and lower-level professionals in day-to-day operations in one or more regional programs.

Established policies/procedures provide guidance for most assignments but allow some discretion to select the most appropriate approach.

Work is typically reviewed frequently during assignments and at completion to ensure timeliness policy compliance and alignment with the requirements of the project or other work activity. Work activities typically support activities of the organizational unit and may affect project/program objectives for the major subdivision and the Line of Business (LOB)/Staff Office (SO).

Performs other duties as assigned.

Qualifications

TO QUALIFY AT THE FV-F (FG/GS 5-9) level, you must demonstrate in your application that you possess at least three (3) years of progressively responsible general work experience demonstrating the ability to analyze problems to identify factors, gather pertinent data/information, recognize problems and/or solutions, plan and organize work and effective communication. At least one (1) year of experience must be equivalent to the FG/GS-4 level work in the administrative, professional, technical, investigative or comparable work area.

OR

Education Substitution: Successful completion of a full 4 year course of study in any field leading to a bachelor's degree, gained from an accredited college or university.

TO QUALIFY AT THE FV-G (FG/GS 10/11) level, you must demonstrate in your application you possess one (1) year of Specialized Experience equivalent to FV-F (FG/GS 5-9) level. Specialized Experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

SPECIALIZED EXPERIENCE includes: applying medical knowledge and terminology in program management; using medical clinical information databases; reading, interpreting, and summarizing medical information and documents; participating in site visits; and identifying problem areas and providing recommendations for improvement.

OR

Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher level graduate education leading to such a degree

OR

LL.M., if related, from an accredited college or university.
