The Office of Accident Investigation and Prevention is the principal organization within the FAA with respect to aircraft accident investigation and all activities related to National Transportation Safety Board (NTSB).
Duties
The branch supports the development of voluntary mitigation strategies for system-wide hazards and the monitoring of system-wide mitigations adopted through these voluntary processes. Our mission is to make air travel safer through investigation, data collection, risk analysis and information sharing.
The Operational Safety Analyst performs multiple, varying, and complex assignments under the limited direction of a manager, project/program manager, team leader, or more experienced technical specialist within the Integrated Safety Teams Branch (AVP-420), in the Integrated Safety Outreach and Support Division. Performs analytical activities to support the implementation of key agency safety data sharing initiatives to advance aviation safety in the National Airspace System (NAS).
As a contributing specialist, conducts research, investigates incidents, and analyzing data. Participates on large work activities to provide assistance and support of Safety Management System (SMS) methodologies. Supports safety initiatives by analyzing and gathering data to identify risks and trends, compiling information to support the creation of mitigation strategies, and evaluating the effectiveness of implemented measures. Presents data and findings to senior analysts and safety teams to use in developing solutions to address or prevent safety concerns. Ensures that safety practices and procedures comply with local, state, and federal regulations.
Applies experience and advanced knowledge of safety principles and analytical methods and techniques to accomplish assignments and to develop plans and techniques to improve programs and policies. Understands how technical aspects interact with or is affected by other disciplines and considers the objectives of the AVP and Aviation Safety (AVS) when developing, integrating, and implementing solutions to diverse, complex problems. Performs investigations and inspection activities to compile, track, and analyze data, and identifies technical problems. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Develops and recommends techniques to address problem situations. Identifies and informs management of problems that require their attention.
May act as a a key technical point of contact for assigned activities to internal and external parties. Contributes to the preparation of management/technical reports or contractual documents. May communicate the overall results of a project or work activity to FAA management, the aviation and aerospace industries, and safety professionals and other external parties. Supports and participates in national and international forums for strengthening and advancing aviation safety.
Established policies/procedures provide guidance for most assignments, but allow considerable discretion to select the most appropriate approach or to recommend new approaches. Assignments usually need solutions based on understanding and learning from past experiences. Provides recommendations to improve work processes.
The work is reviewed periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity. The work activities typically support and may be vital to the success of projects or activities of one or more organizational units, subdivisions, and LOBs/SOs. In some areas, the work may affect the safety and security of customers.
