This position serves as a Management and Program Analyst (MPA) and reports directly to the Technical Operations, Technical Services Organization: Operations Engineering Support Group; EOSH Support Operations Group; or Operations Support Staff. The Technical Services organization provides policy, support and technical services in support of the Air Traffic Organization (ATO).
Duties
Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional. May act as a contributing specialist on large work activities or as a project manager or team leader for large projects/programs/activities. Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of the OSS team in meeting established goals and objectives.
Accountable for results: timely delivery of quality, well integrated products and services, and effective communications. Prepares and distributes guidance as needed. Keeps Team Manager apprised of program activities and assignments. Advises Team Manager on sub team workflow to ensure appropriate balance, and make adjustments as needed to accomplish the work in accordance with established priorities. Foster greater proficiency in team members in use of tools and resources and increased analytical and/or program management skills. Mentors specialists as teams address complex problems and leads local cross-program teams.
Provides independent analysis of Technical Operations operational and organizational metrics. Programs to include, but not limited to, Environmental Occupational Safety and Health, and conducts a variety of management studies as required by Technical Services management. Retrieves information from various automation systems and/or databases, i.e., Unsatisfactory Condition Report (UCR), Workplace Inspection Tool (WIT), Safety Management Information System (SMIS), National Airspace System Performance Analysis System (NASPAS), Remote Monitoring and Logging System (RMLS), and Facilities, Services, and Equipment Profile (FSEP), etc. to analyze data and develop reports, and/or propose recommendations in support of policy and procedure compliance, and to support efforts for operational efficiency and safety improvements.
Conducts a variety of management studies or analysis on organizational metric performance as required by the Technical Services management. Requests for analytical projects may come from the service area leadership, Districts, or internal stakeholders and may include staffing projections and financial requirements. Works closely with internal stakeholders, subject matter experts, Service Center points of contact, and Headquarters’ program managers to review operational data which is used to review facility performance and identify trends. Requests for operational analysis projects may come from the service area leadership, Districts, or internal stakeholders.
Applies experience and comprehensive knowledge applicable to his/her discipline to plan and conduct functional activities for projects/programs. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Typical assignments may include: providing guidance to less-experienced professionals; leading small project/program teams; designing and recommending solutions to complex problems; preparing and reviewing management reports and/or contractual documents; and developing and recommending improvements to systems and/or processes to improve operational efficiency.
Independently plans time. Identifies, plans, and organizes available resources to accomplish projects/programs/activities. Makes optimal use of resources to complete activities within established schedules.
Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional. Develops and recommends approaches to address current and anticipated problems and issues. Works with management and/or more experienced professionals to solve problems.
Work is reviewed rarely, typically though status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities.
