Job Description:

This position serves as a Management and Program Analyst (MPA) and reports directly to the Technical Operations, Technical Services Organization: Operations Engineering Support Group; EOSH Support Operations Group; or Operations Support Staff. The Technical Services organization provides policy, support and technical services in support of the Air Traffic Organization (ATO).

Duties

For the FV-G Band:

Performs a combination of routine and multiple and varying assignments under the general direction of a manager, project/program manager, team leader, or more experienced professional. Acts as an individual contributor and/or member of a team for projects/programs within a defined area of responsibility.

Assists senior specialists and provides analyses for organization and program managers on critical planning and resource utilization issues. Assists with performing complex or controversial studies, using information from various automation systems and/or databases, e.g., National Airspace System Performance Analysis System (NASPAS), Remote Monitoring and Logging System (RMLS), and Facilities, Services, and Equipment Profile (FSEP), Workplace Inspection Tool (WIT), Safety Management Information System (SMIS), Unsatisfactory Condition Reports (UCR), etc. to analyze data and assists with developing reports in support of policy and procedure compliance, and to support efforts for operational efficiency improvements.

Completes analyses of critical programs to assist with developing baseline performance measurements and comparing performance with the baseline. Plans and prepares project schedules. Prepares and supports projects in the financial tools. Gathers information and conducts research in support of requests for analysis of Technical Operations operational and organizational metrics and conducts a variety of management studies as required by Technical Services management. Assists with developing standards covering complex program functions or missions involved in program planning and execution of control.

Conducts analyses in the review or provides assistance and support in the evaluation of proposed program plans, and program activities to ensure proper program integration and conformance to FAA policy, currency, completeness, and adequacy of operations in meeting goals and objectives. Requests for assistance with analytical projects may come from the senior specialist, service area leadership, Districts, or internal stakeholders and may include staffing projections and financial requirements. Responsible for assisting with the production of technical metrics reports to meet the needs of the Districts. Assists Support Center managers with functional program areas.

Applies experience and detailed knowledge applicable to his/her discipline to plan and accomplish assignments. Typical assignments may include: collecting and analyzing data/information; conducting research; applying policies and procedures; identifying problems; and working with higher level and lower level professionals in day-to-day operations. Demonstrates some independence in planning time and using assigned resources to accomplish tasks or small projects.

Contacts are primarily internal to the organizational unit, major subdivision, or LOB/SO with a manager and other employees to share information, provide data and/or written analyses, and/or explain the statuses of assignments. Depending on the specialty, may have frequent contacts with customers and other external parties on routine matters such as gathering information, explaining regulations, and discussing the customers’ situations.

Established policies/procedures provide guidance for most assignments, but allow some discretion for employee to select the most appropriate approach(es). Typically receives guidance on selecting approaches from a manager, project/program manager, team leader, or more experienced professional. Performs other duties as assigned.

For the H Band:

Provides independent analysis of Technical Operations operational and organizational metrics and conducts a variety of management studies as required by Technical Services management.

Qualifications

To qualify for this position at the FV-G band, you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience that may be equivalent to FV-F, FG/GS-5/9.

To qualify for this position at the FV-H band, you must demonstrate in your application that you possess at least one year (52 weeks) of specialized experience that may be equivalent to FV-G, FG/GS-10/11.

Education

OR

For the G Band:

Candidates may substitute PhD or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related for specialized experience.

Combination of education and experience may be qualifying for both grade levels.

NOTE: To qualify based on education alone, you must provide a copy of College Transcripts.

There is no education substitution for the H band.
