This position is located in System Operations Services Unit, which is responsible for the oversight of contract operations, in-service asset management, and business operations management of office activities and field elements.
Duties
The incumbent performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager. He/she, typically, acts as an individual contributor and/or member of a team and may perform some leadership functions for small projects/programs or other work activities. Applies experience and comprehensive knowledge of methods and techniques to plan and conduct functional activities for projects/programs and for assessing program improvements.
The incumbent will perform a wide variety of budget and analytical duties associated with all aspects of the budget process, e.g., policy and financial planning, financial systems, review and evaluation of proposed programs, funding levels and funding sources, formulation, justification, presentation, execution, audit, forecasting, and review and evaluation of program implementation. Serve as a contracting Officer Representative (COR) responsibilities delegated by a Contracting Officer to include assisting the program office and contractor with interpreting technical requirements; monitoring contractor performance; reviewing and accepting deliverables; and reviewing/ evaluating contractor invoices for small to multi-year/multi-million dollar contract values.
Provides contractual and financial management expertise primarily associated with, but not limited to, Operations and Facilities and Equipment (F&E) appropriations; developing and tracking AJR’s commitments, obligations and expenditures; supporting future business planning activities; and monitoring program performance. Overseeing and guiding support personnel in accomplishing their job requirements; demonstrating considerable independence in planning time and resolving most problems and work issues without assistance and under minimum direction of a team lead or manager. Formulates and recommends to senior management positions on major projects, policies and issues.
Utilizes information provided by team lead or management to keep management apprised of the status of the organizations project goals through discussions, briefings and written summaries including the presentation. Monitors and tracks programmatic actions for completeness and responsiveness to ensure that Business Operations commitments and milestones are met (FOIA, AJR’s Business Goals, Congressional etc.). Consolidates detailed operational data into specified formats, develops statistical charts and graphs, edit textual materials for clarity (PowerPoint Presentations, VISO charts, Excel spreadsheets etc.).
Contacts are internal and external. May act as a point of contact to provide advice and guidance on the applications of policies and procedures. May be called upon to communicate FAA positions on policies and procedures internally and externally. Provides information to management through discussions, briefings and written summaries including the presentation of financial information.
Independently plans time and uses assigned resources to accomplish tasks or small projects. Identifies, plans, and organizes available resources to accomplish projects/programs/activities. Makes optimal use of resources to complete activities within established schedules.
Resolves most problems and work issues without the assistance of a manager, project/program manager. Works with manager to solve problems. Work is reviewed rarely, typically through status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects
