The incumbent serves as a recognized senior technical specialist and agency expert in planning, organizing, and evaluating the Directorate’s programs concerning Aeronautical Information Services to ensure adequacy, standardization and conformance to policies and standards. The specialist provides advice and counsel to staff and organizational leadership on matters related to the development, coordination, integration, and delivery of Aeronautical products and services.
Duties
Assignments are made in terms of broadly defined mission objectives. The incumbent, who is considered a principal technical specialist within and outside the Directorate, may be required to perform duties as they relate to one or more of the following program areas: Development, maintenance and revision of terminal/enroute instrument flight procedures (IFPs); design, compilation and maintenance of aeronautical charts, related products, and aeronautical information; Ensure IFPs are coordinated and integrated in the NAS and provide for safe operation of aircraft; Collect, evaluate and verify aeronautical data and/or information; Provide subject matter guidance on automation applications as used by the Directorate; Ensure the construction and publication of all aeronautical charts, products, and aeronautical information that support commercial, military and general aviation meet operational requirements; Resolve highly complex verification problems related to interactions between all functional areas of the Directorate and it’s user agencies/ organizations; Initiate Notices to Airmen (NOTAMs).
Typical assignments include the following: Serves as a project manager for multidisciplinary charting and production activities; Chairs working groups; Establishes and implements top level production strategies and program objectives; Establishes baseline performance measures for assigned projects, prioritizes work, and determines resource needs and allocation; Manages extensive projects to assess new technologies and tools for applicability to aeronautical products and information; Isolates and defines unknown conditions, resolves critical and novel problems; Addresses novel problems by planning and carrying out major studies or evaluations; Develops and establishes new methods, applications, approaches, tools, agency policies and guides; Develops effective project plans and processes governing the operation and execution of all activities; Improves on the dissemination of aeronautical data and/or information; Advises on the development of automation applications and processes by identifying requirements, recommending priorities, and suggesting adaptations and improvements to systems; Soliciting, collecting, acquiring, evaluating, selecting, compiling, and presenting highly complex broad-range navigational and operational data and/or information related to the National Airspace System; Advises, coordinates, and assists with efforts to identify and assess existing or potential issues and problems relating to organizational programs, products and services; Analyzes and evaluates the objectives, planning, policies, work and progress, of assigned programs; Presents results of analyses and evaluations to colleagues, executives and senior level management; Develops recommendations to improve the efficiency of products and services; Ensures uniformity and consistency of performance and adherence to national and regional policies, specifications, standards, systems, and procedures; Identifies, defines, and organizes tasking’s for multiple work activities; Initiates Aeronautical Information Safety Alerts and/or Change Notices and coordinates distribution; Performs review/approval of new/revised instructions, criteria, procedures and programs for design, development and maintenance of IFPs; Oversees the development/execution of short/long-range plans and makes arrangements to obtain vital information required to fulfill the needs of the organization.
Performs quality review and approval of other colleagues’ work and production of organizational segments. Provides technical direction, mentoring and on-the-job-training to less experienced staff.
Evaluates work in-progress and at the conclusion of critical functions and production cycles. Creates prototypes of new aeronautical data and/or information for various products.
Performs other duties as assigned.
